Blair Court is a mixed use residential/commercial building located in the Broadway/Arbutus area. It contains 39 suites and was the first of its kind in Vancouver. Intended to be an integrated project for people with disabilities, seniors, single-parent, and lower income residents, there is an in house care staff which is on 24 hour call. Blair Court is an example of a project between a private land owner and a publicly funded service organization – Vancouver Resource Society (VRS). By jointly rezoning former industrial land and utilizing an air parcel legal subdivision of the site, it was possible for the original owner to retain ownership of the ground floor for commercial use and drastically reduce the land cost for the residential portion. This allowed VRS to obtain residential land within the cost limits of BCHMC and in the west side of Vancouver. The project won the 1992 CMHC Housing Award. The garden redesign took place in 1999 and involved removing plant material and soil, cutting open large planters, smoothing out access routes into the open spaces, and creating courtyard spaces with easy reach perimeter planters and retrofitted hoses for watering with closed fists or hands weakened by a disability. For some of the residents, the garden became one of the reasons to get up in the morning.
